A recent Official Community Plan (OCP) and zone amending application for a restaurant with drive-through service and a gas station highlighted gaps in the City’s land use regulations and policies. These proposed uses garnered significant public interest and feedback, much of which called for additional regulations to better align with existing OCP policies and community values. Council responded to this feedback by directing staff to prepare a report and recommendation towards policy and regulatory considerations for future drive-through and gas station developments. Council has further directed staff to undertake community engagement to help guide the scope of what may be permissible. Results from this survey will be used to inform drive-through and gas station policy and regulations that will be presented to Council for future consideration.

The intent of creating policies and regulations for drive-throughs and gas stations is not to stifle growth but to provide clear direction to ensure development aligns with community values and expectations. OCPs and zoning bylaws are living documents intended to be periodically reviewed to ensure they serve their intended purpose. This is an opportunity to adjust City policies and regulations to provide clearer direction to the community and investors.
